World economic competition and constantly changing requirements for professional skills generate increasingly varied and lifelong training needs which require totally new solutions. These can be met by new technologies, such as multimedia, television, information networks and highways, which have a heavy economic and social impact but which can provide skills training by methods previously undreamed of.

A new professionalism, capable of developing more productive training tools, of setting up training systems and of providing services to respond to needs which are both collective and individual will have to be built up, bringing together all the people concerned by these new solutions.

This is the driving force behind the decision of companies, public and private training organisations, editors, service providers, employers' federations and trade unions, to create a structure for constructive thought and discussion between the various areas concerned.

The aims of the french forum for open and distance learning are :

• to contribute to thought and discussion on the strategies adopted by the various entities involved, and to create a stronger structure for the training area, without which it cannot flourish;
• to develop partnerships by identifying possibilities for synergy between the various entities concerned;
• to propose a policy for the development of open and distance learning;
• to represent French training skills both at a European level and internationally.
